I have been manually moving the PBO missions from the steamed folders to the standard downloaded folder. I have been attempting a workaround that seems to be working great for now. It seems like the system ignores the saved files. Looking at the folders the saved files still exist.
As soon as you close the game and restart, the resume button goes missing. Seems that mostly Steamed Workshop missions are affected.
